Certificate 3 Guarantee
The Certificate 3 Guarantee (C3G) supports eligible individuals to complete their first post-school certificate III level qualification and increase their skills to move into employment. The Queensland Government provides a subsidy for a range of certificate III level vocational qualifications, lower-level vocational qualifications may also be subsidised.

Who is eligible for funding?
To be eligible for funding you must meet the follow criteria:
- be a Queensland resident
- be aged 15 years or over, and no longer at school (with the exception of VET in Schools students, VETiS)
- be an Australian or New Zealand citizen or Australian permanent resident (including humanitarian entrants), or a temporary resident with the necessary visa and work permits on the pathway to permanent residency
- not hold, or be enrolled in, a certificate III level or higher qualification (not including qualifications completed at school and foundation skills training).

Participants must research prior to selecting a Certificate III qualification as only one opportunity to receive C3G funding is available. Participants will no longer be eligible for Certificate 3 Guarantee funding on successful completion of a Certificate III level vocational qualification.
What are the conditions of enrolment?
- Pay a co-contribution fee - partial exemptions may apply
- You will be required to complete a student training and employment survey within 3 months of finishing or discontinuing your training.

Although the Certificate 3 Guarantee program is subsidised you will be required to pay your full co-contribution fee at the commencement of your enrolment, this can be paid on behalf of your employer or another third party, and will not be waived. Reduced co-contribution payments apply to concessional students.
Who is eligible for a concession?
Students will be required to evidence their concessional status.
- students (or their partner or guardian) who hold a Health Care or Pensioner Concession Card
- Aboriginal and Torres Strait Islander people to obtain a letter from elder/s
- school students enrolled in a VET in Schools program
- students with a disability
- students who are adult prisoners.
Exceptions to the fee condition are:
- foundation skills — this training can be provided fee-free to students, as determined by the SAS
- SQW – Community-based organisation (CBO) to determine eligibility and to provide document/letter advising of eligibility
- lower-level vocational qualifications for concessional students — this training can be provided fee-free to students, as determined by the SAS
What previous study may affect my eligibility for funding?
- If you hold an overseas qualification that has been recognised by an Australian professional body or other organisation as meeting the registration or licensing requirements for a specific occupation then you would be deemed not eligible to access the Certificate 3 Guarantee.
- This includes any equivalent certificate III or higher level training completed at university or through an apprenticeship or traineeship. It does not matter if you paid for this training or it was subsidised by the government.
- Students who have deferred from university are still enrolled at university and are therefore ineligible under the Certificate 3 Guarantee.
Exceptions:
- If you hold a certificate level I to Advanced Diploma qualification issued prior to the introduction of the AQF in 1995, you are eligible to access the Certificate 3 Guarantee.
- Certificate III qualifications completed while at school, foundation skills courses are not counted and you will still be eligible for the Certificate 3 Guarantee.
